4.5 Storage Risk management

Main objectives

   

This WP aims to develop and test risk management methods and tools supporting the qualification and certification procedures for long-term safe and effective CO2 storage during all phases of the storage lifetime, which are reliable, adequate, practicable and flexible, and can be generally accepted.

 

The three main components of risk management are

  • risk assessment,
  • risk-based monitoring, and
  • preventive and corrective measures.
The method and tools will be adjusted to the current industrial upstream HSE practice in the Netherlands. The level of detail and type of tools will be adapted to the specific conditions at a particular site (gas field or aquifer) and regulatory (EIA/Storage Plan) or public needs (e.g. comparison with other man-induced or natural risks).

Integrated workflow for risk management of CO2 storage

The workflow will refer to all risk management activities of assessment, monitoring and preventive and corrective actions in different regulatory regimes (Mining Law, onshore, offshore, ETS and emission inventory accounting) during the preparation, operation an post-operation phase.
This WP will focus on the technological implementation of risk management and link up to the generic criteria and checklists for safe site selection as developed in WP4.01. The bowtie approach will be a guiding principle in developing the workflow (and related tools: see follow-up activities in year 2 to 5) and priority will be given to managing CO2 containment. Draft versions will be presented to the location managers at the beginning and the end or year 1.
