4.2 Permitting and best practice

Main objectives

   
The aim of this Work Package is to identify best practices from licensing and certifying CCS activities at designated CCS sites in the Netherlands (offshore as well as onshore urban and rural areas). This WP will bring together findings from throughout the project and make these available to CCS demonstrations.

Establishing a CATO-2 Best Practice Platform

A platform will be established to keep track of licensing activities from the site operators of each of the CATO-2 demonstrations. Site operators of all CATO-2 demonstration sites will be on the platform. The platform will convene at the beginning of year 1 to present on progress on their permitting activities.

 

Experiences from operators will be collected and described, notably with respect to

 

  • site characterisation (possible feedback from  WP4.5 and SP3)
  • risk and performance assessments (feedback from WP4.4-6)
  • an Environmental Impact Assessment (feedback from WP 4.3)
  • a communication plan (feedback from SP5)
  • monitoring plans both under the Emissions Trading Directive and the Storage Directive (feedback from SP3),
  • a remediation plan (feedback from SP3), 
  • a well abandonment plan (feedback from SP3),

a post-closure plan, including liability provisions (feedback from SP3 and WP4.1).

 

Findings will be presented to the platform. Demonstrations of earmarking companies will have priority, i.e.

  • CO2 Catcher EON
  • K12B (GdF)
  • Barendrecht (NAM/Shell)
  • Buggenum (Nuon)
  • Eemshaven (Nuon)
  • Eemshaven (RWE)
  • Geleen (DSM/GTI)
