Main objectives
More in particular the main objectives of this sub programme are:
- To assist governmental authorities in developing the overall (cross-boundary) legal framework, implementing the Directive for CO2 storage in national legislation, the MRG for ETS and guidelines for national emission inventories, and in defining practicable performance standards, and requirements for transferring responsibility (WP4.1).
- To keep track of licensing and certifying CCS activities at designated CCS sites in the Netherlands (offshore as well as onshore urban and rural areas), to compile the collective experiences in a best practice manual for licensing and certification of CCS in the Netherlands, and to evaluate the best practice in an international context (WP4.2).
- To assess environmental performance, directly from the technology and indirectly from the supply chain, end-use and waste treatment of CO2 capture technologies over their entire life cycle. The analysis will be performed for selected sites and will be based on on-site measurements (WP4.3).
- To develop risk management methods and tools supporting the qualification and certification procedures of aboveground CCS facilities and CO2 transport, taking into account environmental impacts and human health impacts of CO2 (WP4.4),
- and to develop risk management methods and tools supporting the qualification and certification procedures from geological storage, which will be adjusted to the current industrial upstream HSE practice in the Netherlands (WP4.4).
